NEW FEE-HELP ASSISTANCE: are you enrolling in a CIT degree?

Access to FEE-HELP from Semester 1 2010 for final year CIT degree subjects in Photography, Fashion Design and Forensic Science and for all subjects (for all years of the degree) in the Games and Virtual Worlds degree.

What is FEE HELP?

FEE-HELP is a loan given to eligible fee-paying students to help pay part or all of their tuition fees. You repay the loan through the Australian taxation system once your income goes above the designated threshold ($43,150 in 2010).  Over your lifetime you can borrow only up to the FEE-HELP limit, which is indexed each year (e.g. in 2010, the FEE-HELP limit is $85,062).

A loan fee of 20% (likely to increase for 2011) applies to FEE-HELP loans for undergraduate courses of study. The loan fee is also repaid through the Australian Taxation System (e.g. if your Tuition Fee is $1,000, the loan fee is $200).

Who can apply for FEE-HELP?

If you are an Australian citizen or Permanent Humanitarian Visa holder, you may be eligible for Commonwealth assistance through FEE-HELP.  FEE-HELP is not available for international students, New Zealand citizens, most other permanent visa holders, temporary or provisional visa holders.

Which CIT higher education subjects is FEE HELP available for in 2010?

FEE HELP applies only to CIT higher education subjects.  These are the final (third) year subjects in:

  • Bachelor of Photography
  • Bachelor of Design (Fashion Design)
  • Bachelor of Forensic Science (Crime Scene Examination)

and for all subjects (for all years of the degree) in:

  • Bachelor of Games and Virtual Worlds (Programming).

Where can I get more information about FEE-HELP at CIT?

Enquire at the CIT Student Services Hub for information about FEE-HELP. Telephone (02) 6207 3188 or email infoline@cit.act.edu.au

Where can I get online information about FEE-HELP?

Further information about FEE-HELP can be found on the Going to Uni website at http://www.goingtouni.gov.au

What about Certificate, Diploma and Advanced Diploma courses?

FEE-HELP does not apply to these qualifications. CIT's Certificates, Diplomas and Advanced Diplomas are offered at affordable costs subsidised by the ACT Government. You can find details of these fees at http://www.cit.act.edu.au/future/enrolments#fees

I've heard about VET FEE-HELP, what is this and how is it different from FEE-HELP?

VET FEE-HELP isn't available through CIT. It’s similar to FEE-HELP but for Diplomas and Advanced Diplomas.  CIT’s publicly available VET qualifications (Certificates, Diplomas and Advanced Diplomas) are offered at affordable costs subsidised by the ACT Government which is less than full cost commercial rates.

How do I apply for FEE-HELP?

  • Confirm that you are an eligible student and that FEE-HELP is available for the higher education subjects you wish to study (only final year CIT degree subjects).
  • Check information on FEE-HELP available from the Going to Uni website.
  • If you are eligible and FEE_HELP applies to the subjects you will be studying, obtain a FEE-HELP application form and a Request for FEE-HELP assistance form from the CIT Student Services Hub when you enrol.
  • Note the critical dates for FEE-HELP application: the Census Date is the last date you can cancel your request for FEE HELP or withdraw from the subject without incurring a debt.

Statement of Tuition Assurance

Under the provisions of the Higher Education Support Act 2003 (HESA) and the associated Higher Education Provider Guidelines the Canberra Institute of Technology (CIT) (the First Provider) is required to provide a tuition assurance management for persons, other than overseas students* who are enrolled in higher education courses it offers.  This requirement is to protect students in the event that CIT ceases to provide a course of study in which a student is enrolled.  The meaning of 'ceasing to provide a course of study' is set out in the HEP Guidelines at:

http://www.comlaw.gov.au/comlaw/management.nsf/lookupindexpagesbyid/IP200510176?OpenDocument.

In the event that CIT ceases to provide a course of study in which a student is enrolled, the student is entitled to a choice of:

a) an offer of a place in a similar course of study with a Second Provider without any requirement to pay the Second Provider any student contribution or tuition fee for any replacement units (this is known as the "Course Assurance Option");

OR

b) a refund of his or her up-front payments for any unit of study that the student commences but does not complete because CIT ceases to provide the course of study of which the unit forms part (this is known as the "Student Contribution/Tuition Fee Repayment Option").

CIT has met the tuition assurance requirements of the HESA through its current membership of the TAFE Directors Australia (TDA) Tuition Assurance Scheme (TAS).

Contact details for TDA are:

TAFE Directors Australia

National Secretariat
Sydney Institute of TAFE NSW

Ultimo College

PO Box 707 Broadway  NSW  2007

Phone: +61 2 9271 3180  Fax: +61 2 9281 7335
Email: membersservices@tda.edu.au
Website:www.tda.edu.au

If CIT ceases to provide a course of study, TDA will send a student enrolled in the course of study a Written Tuition Assurance Offer (the Offer) advising the student of the options available under the tuition assurance requirements. The Offer will include directions that the student must follow in order to notify TDA of the choice they have made for each affected unit. TDA will provide this Offer within twenty Business Days after it knows, or should know by reasonable enquiries that CIT has ceased to provide the course of study.

The course/s of study for which CIT has TDA TAS membership is/are:

  • Bachelor of Design (Fashion Design)
  • Bachelor of Photography
  • Bachelor of Forensic Science (Crime Scene Examination)
  • Bachelor of Games and Virtual Worlds (Programming)

A student may choose either:

The Course Assurance Option:

Under the course assurance option, a student will be offered a place in a similar course of study by TDA.  If the student accepts this option, TDA will make all necessary arrangements to ensure a student is able to enrol with the Second Provider in the similar course of study.  This offered course will lead to the same or a comparable qualification without any requirement on the part of the student to pay the Second Provider any student contribution or tuition fee for any replacement units (that is, units that the student had commenced but not completed because the course ceased to be offered).  A student will receive full credit from the Second Provider for any units of study successfully completed at CIT.

The Second Provider nominated by TDA may have different contribution amounts or tuition fees to the amounts or fees the student would have paid for units of study which were part of the course of study the CIT ceased to provide but which the student had not yet started studying.

A student is not obliged to enrol in a course of study with a Second Provider offered by TDA under the Course Assurance Option. However, if he/she enrols with any other provider there is no obligation on that provider to offer full credit transfer for the units of study completed with the CIT or to offer replacement/s unit free of charge.

OR

The Student Contribution/Tuition Fee Repayment Option

Under the Student Contribution/Tuition Fee Repayment Option, TDA undertakes to pay the student the total of any up-front payments already paid by the student for any units of study the student has commenced but not completed because the course ceased to be offered.  Students selecting this option will also have their SLE or FEE-HELP balance/s re-credited for the uncompleted units if they used FEE-HELP to pay tuition fees for the uncompleted units.

* See Education Services for Overseas Students (ESOS) Act 2002 for the definition of overseas student.

What is the census date?

The census date is the date on which all your enrolment requirements must be finalised.

Importance of the census date

The census date is important because it is the deadline for all the following:

  • completing and submitting your Request for FEE-HELP assistance form;
  • paying part or all of your fees up front, if you wish to pay up front; and
  • providing your Tax File Number (TFN), if you request a FEE-HELP loan
  • the last day you can withdraw without incurring a debt
  • if you applied for FEE-HELP your liability is binding on the day after census date

Census dates

The census dates for higher education (degree) subjects are as follows:

  • Semester 2 subjects: 18th August 2010

Sponsored Students

If your fees are paid by someone other than you or your parents, you are considered a sponsored student. If you are a sponsored student, CIT must receive your sponsors written agreement to pay the fees before the due date on the invoice.

Additional Fees

Examples of additional fees are:

  • Material Fees - covering some of the cost of materials and equipment.
  • AIE Technology Fee - the technology fee applied when studying via the AIE, in 2010 this is $2,800
  • Recognition Fee - the fee for applying for Recognition by Assessment.
  • Excursion Fees - covering the costs of some excursions.
  • Late Fee ($50) - may be applied to you account if your fees are not paid by the due date.
  • Awards - re-issue of ($50).
  • CITCard - replacement fee ($15).

Financial Assistance

If you are a Centrelink client or in receipt of Federal Government benefits, you may be eligible for the Training and Learning Bonus, or the Education Entry Payments.  To obtain further information, please download our facts sheets:

ACT Government Fee Assistance

In June 2009, CIT received funding from the ACT Government to offer Fee Assistance to new and current students at CIT.  The purpose of this ACT Government Fee Assistance is to assist you in meeting the costs of your studies with CIT.  This new Fee Assistance will help you to fund the cost of your course fees or course materials.

There are some eligibility requirements, however the main requirement is that you are experiencing financial hardship, and do need some assistance with meeting your study costs with CIT.

This new Fee Assistance is available for Semester 2, 2009 and Semester 1, 2010.

For more information call the CIT Student Services Hub on (02) 6207 3188 or email: infoline@cit.act.edu.au

Other Concessions

If you are presently obtaining certain Centrelink benefits then you may automatically receive a fee concession of 50% with CIT.  To find out more information about CIT fee concessions, please contact the CIT Student Services Hub on (02) 6207 3188 or email: infoline@cit.act.edu.au

Tax Deductibility

You may be eligible for tax deductions for program fees and associated study expenses.

GST

GST of 10% applies to some fees. Examples are the CITSA Services Fee and program materials fee where the item acquired becomes your property and is useable after the program completion. Basic tuition fees are GST free.
